Personally, I decided against trying to get hired in the government anymore, the entire hiring system seems to broken and I'm fearful of how inefficient it could be once inside! I thought that a government job would be a good match for someone like me, I have a 5 point preference, I was a student leader, I raised money while in college and gave successful presentation to the public and graduated with high honors. But after applying to a number of GS5 positions that were similar to my skills I was forced to wait... and wait... and wait.

Finally, I looked at it from a game theory view, which showed that the foolish thing to do would be to continue to seek government employment. Under such assumptions that my time was, in fact, valuable, and that I am a good worker and leader based on prior experience, I simply concluded that to waste it in a broken hiring system would be a disservice to myself. I sought out a private sector job and was hired rather quickly to do something I enjoy.

Based on this, I'm not surprised that the government has difficulty getting the best talent. In fact, I'm somewhat surprised that they can get any talent at all! Basically it boils down to a scenario like this:

An excellent student applies for three tech positions out of college, Google, HP, and a government position. The student wishes to take the government position, but Google, the student's second choice, calls first. After waiting a week only a foolish student wouldn't go with a guaranteed number two choice over a possibility. The government calls months later, but the excellent student is taken up, leaving the position in government empty.

A good student wants the same jobs, Google passes them up yet HP offers them a position. Given that Google denied them, a rational student would assume that anything is better than nothing, and still wouldn't wait for the government employment offer.

Finally, a bad student applies for all three. Both Google and HP deny them employment, so the student has nothing better to do than wait. After some time, the government, unable to fill the position, call them. The bad student takes the position, since they weren't preoccupied with another job.

This is a main reason why the government is setting itself up for failure. Only by fixing the hiring system can efficiency be gained in other areas. Of course, I doubt the lesson will be learned in my lifetime!
