    Stephanie, sorry to say, but you are right, but if you can find something that is close in your field or carreer that you want to get into, even if it means, for the time being , just doing some paperwork , or other minor things,That can possibly help you get your foot in the door.

    Stephanie, , I know that you are probaly looking into your local, city, county and state jobs sites right ?. try expanding your job search into counties , cities, that are close to you, or maybe a state that interests you.
    If I can ask what are you looking for in a goverment job / career ?
