Pentagon's Pay-for-Performance Program Facing Fresh Round of Scrutiny

What does Uncle Sam do when he’s thrown a hot potato?

He appoints a committee to decide if he should eat it, throw it away or find some other half measure to please diverse constituencies.

The latest example of this is the announcement by the Defense Department and the Office of Personnel Management that they will form a “task group” to review the Pentagon’s much-maligned pay-for-performance operation, also known as the National Security Personnel System.

On another front, Dennis C. Blair, director of national intelligence, and James R. Clapper, undersecretary of defense for intelligence, have urged the Obama administration to push ahead with pay-for-performance programs for intelligence agency employees, despite congressional urgings to suspend them. More on that later.

The task group was formed by Deputy Defense Secretary William J. Lynn 3d and Office of Personnel Management Director John Berry. It will function as part of the Defense Business Board, an advisory panel on effective Pentagon management.

The group’s recommendations could have a significant impact beyond the Pentagon. NSPS is the signature stamp of the Bush administration on the federal workforce. If it goes under, other government pay-for-performance systems could be endangered.

Lynn and Berry requested the formation of the group “due to recent concerns raised by Congress and the U.S. Government Accountability Office regarding NSPS,” says a memo from Lynn to the Business Board.

“Concerns” is a neutral word for what, in reality, were pretty strong criticisms from Congress and the GAO. And those criticisms were muted compared with the stinging rebukes from federal union leaders and many employees under NSPS.

Some of the congressional concerns were outlined in an April 3 letter to Office of Management and Budget Director Peter Orszag from eight House committee and subcommittee chairmen. They told him that GAO "found that employees do not trust these systems to compensate them fairly.

“Many fear that the government has adopted these systems in an attempt to curtail the long-term growth of personnel costs,” the letter said. “Employees have complained about discriminatory pay practices in Federal organizations that have moved to these types of systems. The discretion given to managers to set performance metrics and to pay employees accordingly means these systems lack transparency and accountability, and could pose a disparate impact on minorities.”

Just yesterday, GAO said the Pentagon “did not have the necessary infrastructure in place” when it implemented NSPS.

    I've worked under NSPS for 2 years and I love it. People actually have to do some work and can't play make pretend around the building anymore. When we were under the GS system, I didn't like seeing people take advantage of others in the workplace ESPECIALLY when we do the same job.

    Many people get too relaxed when they are in a position for a long time and their work ethics start to stink. I've actually had to take up the slack for people in my office when they would go skate around chatting and wasting time. Getting paid to be lazy and being good friends with the boss!

    Now my skills get to shine and all of my performance reviews have been outstanding. I strive for fives. Under NSPS, all the reviews go beyond the boss to a neutral group who doesn't know about your office bullsh*t. They can't play favorites because it's all about what you do and how you contribute to the workplace. You are telling them about YOU. I get nice bonuses at the end of the year from the reward pie too. Now, a co-worker can't say, "I'm above your paygrade." Now we are equal. When it comes time for the paypool to see who's been doing what, I always come out on top and I brag about it everyday (smiling). It's not a color thing because I've seen the whole color spectrum be lazy at some point in my workplace. Now everyone has to prove what they are worth and I LOVE IT.

    NSPS was suppose to be put in place to get rid of these worthless a@@ manager and above employees, whom sit and push paper, and give the workbees oportunities to move up. Once it was in place it backfire on Congress and became more expensive and time consuming then they anticipated. Once NSPS started no changes took place, people started getting frustrated and overbound with the paperwork and process it became a big mess. Focus was not put on racism at all, it put in place to give the lower employees the opportunities to grow.

    There is something wrong with people commenting on race all the time ther are good black workers and white as well as sorry one in all backgrounds in my eyes that has nothing to do with it, it is the people in charge mostly who is unfair passing the buck down unfaily stop already with the race thing it is 2009 please.

    NSPS IS SO UNFAIR TO ALL THE GS WORKERS WHEN IT COME TO THERE PAY BONUSES AND AWARDS.
    WE GS WORKER, WORKED SO HARD FOR YEARS AND NSPS CAME ALONG AND THE PAY AND AWARDS FOR US WILL MAKE YOU SICK WHEN WE SEE HOW UNFAIR IT REALLY IS FOR SOME OF US AND SOMETIMES IT HAS NOTHING TO DO WITH RACE BUT SOME TIMES IT DOES. SO PLEASE DO SOMETHING TO HELP US GS WORKERS IT IS UNFAIR ONCE AGAIN. .

    I am a minority and I understand your comment. Just let me say this, regardless of how well you do your job it still comes down to one individual making a decision. I have worked for "non-minorities" whose neck is redder than the stripe on a bowling pin. NSPS is UNFAIR on many levels and race is just a SMALL part. I am getting sick and tired of everything being a "minority" issue. GET REAL!!!!!!

    So, let me get this straight. If you are paying someone to do a job, and they do better than expected, they get more money. If they don't, they get less. And this is an attempt to "unfairly" target minorities. Interesting. So it is safe to assume from the "evidence" that minorities can't do a job as well as the non-minorities? That position in itself seems racist, so how come the ones crying foul are being inherently racist?
