Step 2: Federal Hiring Process

U.S. Office of Personnel Management

Many Federal agencies fill their jobs like private industry by allowing applicants to contact the agency directly for job information and application processing. But, while the process is similar, there are significant differences due to the many laws, executive orders, and regulations that govern Federal employment.

Many years ago, applicants who passed the civil service test were placed on standing registers of eligibles maintained by the Office of Personnel Management (OPM). In addition, applicants had to complete a standard Federal employment application form, the SF-171, to apply for all jobs.

Competitive and Excepted Service

There are two classes of jobs in the Federal Government:

Competitive Service jobs are under OPM’s jurisdiction

These jobs are subject to the civil service laws passed by Congress. These laws ensure that applicants and employees receive fair and equal treatment in the hiring process. They give selecting officials broad authority to review more than one applicant source before determining the best-qualified candidate based on job-related criteria. A basic principle of Federal employment is that all candidates must meet the qualification requirements for the position for which they receive an appointment.

Excepted Service agencies are allowed to set their own qualification requirements

These agencies are not subject to the appointment, pay, and classification rules in Title 5, United States Code. However, they are subject to veterans’ preference. Some Federal agencies, such as the Federal Bureau of Investigations (FBI) and the Central Intelligence Agency (CIA), have only excepted service positions. Other agencies, may have some divisions or even specific jobs that may be excepted from civil service procedures. Positions may be in the excepted service by law, by executive order, or by action of OPM.

Agencies in the competitive service are required by law and OPM regulation to post vacancies with OPM whenever they are seeking candidates from outside their own workforce for positions lasting more than 120 days. (Agency, in this context, means the parent agency – i.e., Treasury, not the Internal Revenue Service.)

Who is Eligible

In filling competitive service jobs, agencies can generally choose from among (3) groups of candidates:

A competitive list of eligibles. This record lists the applicants (in rank order) who meet the qualification requirements for a specific vacancy announcement.

A list of eligibles who have civil service status. This list consists of applicants who are eligible for noncompetitive movement within the competitive service. These individuals presently or previously served under career-type appointments in the competitive service. They are selected under agency merit promotion procedures and can receive an appointment by promotion, reassignment, transfer, or reinstatement.

A list of eligibles that qualify for a special noncompetitive appointing authority established by law or executive order. Examples of special noncompetitive appointing authorities include the Veterans’ Readjustment Appointment (VRA), the special authority for 30% or more disabled veterans, and the Peace Corps.

Area of Consideration

The area of consideration, listed on the vacancy announcement, is the source from which the agency will consider candidates. The agency may designate whatever area of consideration it considers appropriate. A candidate who is outside the area of consideration will not be considered.

Veterans Preference

Veterans’ preference recognizes the economic loss suffered by citizens who have served their country in uniform in times of strife, restores veterans to a favorable competitive position for Government employment, and acknowledges the larger obligation owed to disabled veterans. Historically, Congress has reserved preference for those who were either disabled, who served in combat areas or during certain periods of time.

    I do have an active Top Secret Clearance willing to take any assignment in South Asian Countries such as Pakistan, Afghanistan and India do have senior position experience in Pakistan & Afghanistan as Counter Intel Analyst, Urdu/Punjabi Linguist, Media Advisor and or Senior Administrative or Consultation Position. Also speak several other regional languages fluently.

    Sounds like a great ROI to me. Why should any employer invest tens and hundreds of thousands of dollars in someone by hiring them, paying a salary, benefits and developing them when those same people are rarely willing to invest in themselves?

    I have spent much of my life working with the public either through retail or sales. For most part I have preferred inside sales/customer service type of work n the private sector. I am Windows proficient and have worked in various aspects of the communications field including advertsising and marketing research. Owever, for the better part of five years I worked in the telecommunications field. I am currently seeking employment in local government in South Florida. I hold a liberal arts degree and attended the State University of New York, College at Brockport where I majored in communications. Currently, I am looking to settle into a government position that will provide both job satisfaction and enable me to have the kind of life I came to the Sunshine state to experience.

    Role: Managed data services for entire team including ETL and writing stored procedures. I remained actively involved in data mapping, analysis and migration for downstream systems.

    AMERICAN MANAGEMENT SYSTEM. ( 01/1998 - 06 /1999).
    Project Description: AMS is a software house which provides Billing/Customer service systems to telecommunication companies like AT&T, MCI, US West, GTE, British Telecom and several other European companies. Core system is customized to fit per client requirements. DB2 was major database with front-end in COBOL and CICS and Mainframes and Client server environment.

    Role: Worked on various customization modules and remained involved with client and projects multiple phases from development to Implementation and end product shipping to clients. Being part of a big team was assigned to multiple clients for changing hat and role playing for setup applications and implement customization interfaces.

    OCHAMPS/TRICARE MANAGEMENT. ( 07/1999 - 12/2001).
    Project Description: Client provides health insurance to defense personals. An Existing application was in use which would print numerous hard copy reports for staff on daily basis. To automate some of the processes data was made available over Intranet. Data was stored in DB2 and Crystal was used as Front-end reporting. It ensured timely availability of information over the web and saved staff members from sifting through paper reports.

    Role: Managed DB2 databases and existing applications, aggregating and mapping data for reporting and provided post deployment production support. Planned and implemented phased decommissioning of legacy applications.

    Blue Cross Blue Shields – Baton Rouge LA. (Jan 2002 – Aug 2004)
    Project Description: Designed and developed strategy to implement EDI modules to existing applications to be HIPAA complaint per Federal Regulations. Data is stored in DB2 and IMS databases for research. New modules have been designed to Conforming the data to X12 EDI transactions.

    Role: As a lead analyst created detailed requirement analysis, functional specifications and test plans. Developed complex stored procedures to implement business rules.

    Defense Manufacturing And Aerospace Industry. (01/1980 - 03/1994).

    I am seeking a job in the federal or state government in Texas, Dallas or California, San Diego. I was employed by the Department of State in the US Embassy of Sri Lanka as Motor Pool Supervisor for 16 years.
