How Would YOU Change USAJOBS?

Last month, the Office of Personnel Management published a draft of their strategic plan for 2010-2015 seeking to update, streamline, and modernize how the federal government recruits, hires, trains, and rewards its civilian workforce.

John Berry, Director of OPM, stated in a speech entitled A New Day for the Civil Service, that they have set a lofty goal to make the federal government the model employer for the American in the 21st Century.

OPM is seeking public comment on their strategic plan, which happens in a lot of federal documents, but typically it’s a little hard to understand how to submit them. The OPM has made this a lot easier and more transparent, as the public comments can be instantly accessed by visitors to the site.

Of the four strategic goals mentioned in the document, one in particular will have a large impact in attracting and recruiting top talent to work for Uncle Sam. This is of course the blessed and cursed USAJOBS.gov website.

Any applicant that submits an application for a position on USAJOBS understands that they are stepping into a potential black hole. Currently, it can be hard to discern if you qualified or not, or if a poorly formated application put to an end the little resume that could. Kudos in advance to OPM if that can make the process easier.

Other goals in the strategic plan focus on the life-cycle of federal employment, from assisting veterans in the transition to the federal workplace, improving the work-life balance, and recognizing high-performing employees and federal agencies for a job well done.

The Obama Administration has made it a stated goal to “make government cool again”, which was greeted with optimistic intrigue by Vanity Fair in their early profile of new Administration in February earlier this year. The Politico has even reported on an even more enthusiastic group of interns coming to DC to work. However, instead of just seeking an internship on Capitol Hill, they are finding the appeal of the executive branch and the plethora of options within federal agencies.

It’s important that the OPM finds an efficient way to seek for and hire the influx of enthusiastic workers young and old clamoring for a spot in the government. However, it’s simply too early to judge whether the OPM can change a government culture the public views as inefficient and full of red-tape. The release of the draft strategic plan is the first step in making it a reality.

Lofty goals indeed.

    I'm convinced that the USAJOBS site is bogus. I have applied for numerous positions - many of which I was over-qualified for, only to be told that I didn't meet requirements or lacked the specialized experience. I've used and continue to use the "key words" but I think that's all bogus too.
    I'm a Navy vet who has tried to get back into the Navy since discharge. I tried every year for probably 10 years or so, only to be told that the navy wasn't taking prior enlisted, despite my honorable discharge code on my DD214. Fast forward to present day and now I'm too old to be considered. I find it ironic that my desire to return to working for the government is met with roadblock after roadblock.
    People say that you have to know people to get in and I'm not sure if that's true. All I know is, I'm not getting any younger and the longer this plays out - the less likely they'll hire me because of age - even though that's against the law....so they say.

    I was told one time that in order to get past the first step of the hiring process (the computer) you had to have "key words" in your resume based on the job description you are applying for. Well, I did that. I have more that enough experience for the position I have applied for. However, getting past the computer is the hard part. I was laid off from DOL, I spoke with my former boss about the position that was posted on USAJOBS.com, which was my former position, and he said he would be looking for my application. He wants to hire me back but thanks to USAJOBS.com my application was never referred to the human eye. Now the position I applied for is closed and I want to know how do I appeal the referral process so that I can try to get my old job back? The email that I recieved said that I did not meet the minimum qualifications for the position I applied for. Not sure how that is possible as I held the same position for 5 years with DOL as a civilian employee. Someone needs to fix this. The computer picks who gets hired not the humans doing the hiring. What happened to the good old days when you applied with a man face to face and you got the job based on your merit and experience. Computers can only judge how good someone looks on paper, I do physical labor and struggle with the computer, the job I have applied for does not require computer skills at all, so why should I have to apply online? The man wants to hire me, but can't because he cannot pull me up on the computer. What now?

    I applied for an auditor position with DHS through USAJobs.gov. I had been qualified and referred to hiring agency but about a week later I received an email stated that the position was cancel. What was going on? At the same time I was also applied for the same position with DCAA and I heard nothing from them (four months after the DHS emailed me and I still did not here from DCAA). The position was REPOSTED on the same the so-called "USAJobs.gov." Matter of fact, it's still active right now. At least send me a courtesy (or an auto reply) email state that "WE DON'T HIRE DAMN VETERANS" or something.

    It appears that the people who have successfully been offered a job, love USAJOBs. Of course they do, they got a job. My husband and I are both applying for jobs. We are both veterans. I was able to get my application through and it has been forwarded to the hiring official. He on the other hand has been twice turned down on two different jobs that he is totally qualified for and I want to know how we appeal the process that determined he was not qualified. It's a job within the same service he has been working for over 32 years, just at a headquarters level. It's unbelievable that he was turned down. We want to at least find out why he was disqualified or deemed unqualified so that we correct his application for the next one he applies for. Help!

    I would change usajobs by taking the site down. It is a complete waste of time. You have to 'know somebody' to get a government job.

    for onr they need to follow the laws, like post the point of contact like who is actually doing the hiring. THe law states in the OPM HR book by law they are supposed to put on there posting the name of the psrson who is doing the hiring. they are not a dru center or a recutiment center does not hire a buidinbg does not hire another persona person does and the law is very explicit and usa job is breaking the law by letting them post bogus point of contact information even the numbers is the run around numbers why because most likley they are braking the law and already picked who they want and they don't want you to call them or question them.

    the other thing the OPM needs to make all agencies be set on law by the law the name who is sl;ected is PUBLIC information the USAF put on there letters who they hired the person by law that is public inforamtion the VA dept of aggriculture likes to play JAmes Bond with the nemas who they hire, they will tell you to file a FOIA request and like the VA will not answer FOIA request until you get a lawyer just to let everyone know when they dont answer a FOIA request get a lawyer and let the government pay for it. THESE GOVERNMENT AGENIES ALLA CT LIKE THERE A DIFFERENT COUNTRY THE GOVERNMENT NEEDS TO COME OUT WITH CONSISTANT GUIDELINES, IF THE GOVERNMENT IS GOING TO PLAY WE HATE THE VETERANS AT LEAST FOLLOW THE LAW AND PUT THE CIVIALIANS NAME WHO NEVER SERVED ON THE DENIAL LETTER OF THE VETERAN WHO DIDN'T GET THE JOB

    My expirence with the USAJOBS and CPOL is very less than favorable. First of all many veterans who apply for positions of employment are applying within the skill sets thay have master over twenty years of federal service before they retired. They re-apply for those same positions because the government states they are the priority for those positions because of their selfless service to this great nation. When you have to try to convince a human resource staffer who has never worn the uniform or held the very psotion you are applying for that you are the best qualified, you will be greated with a slide presentation on how to prepare a resume or in my case when you tell a staffer that you think the system is broken you will get investigated by the military police for harassment. Even though the investigation proved i was not wrong of anything I was doing except of using their regulations the way it is prescribed they did not like it. Just look at all of the HR staffs and see how many veterans are on them, and you will see that the CPOL system utilized by the Army does not favor veterans because you have very little veterans to resource veterans resumes for their work and title expirence. I have dealt with this very issue with the North Central CPAC an organization dominated by personnel who have nevered served in the mlitary but the are rating your resume. If it seems like they do not care is because they have never served and they do not understand verterans . Even the director of this CPAC who has 40 years of expirence does not comprehend this. These are the very people who love you for when you fight for their freedoms in combat and they are same very people who are threatened by your federal service because you potentially threaten their employment maketability. The appeal process with the resumix system is the problem, did you know the same person who turned you down for a position is the same person who hand scores your resume on the appeal. Nothing ever is taken out of the hands of the director of that CPAC and it's staffers, so you should do as I am doing file congressionals on the positions you have declined for and have that CPAC present the generalizations to your representatives as they do to you. Case and point you can be qualified for a position and the same very psition can be re-announce through the USAJOB site and CPOL system and you can be told you do not qualify for the same position. it only makes sense if you are qualified once you should be qualified a second time. If you apply for a term full time position and your resume indicates you want a full time position you will not be rated it does not matter if you express interest by applying you are just tossed in the reject pile because that is what the HR staffers have always done.

    I believe those of you who catagorize the Department of Veteran Affairs "anti-veteran" are just to stupid to apply properly for federal government jobs. Its not rocket science, its not difficult, so don't blame ANY government agency for not hiring you because you don't meet the qualifications. Oh yeah, I'm a veteran who applied through USAJOBS.GOV and was easily hired. The statistical data shows thousands of other veterans are hired with their veteran prefence eligibility. So learn how to apply all of you serious job candidates and STOP blaming the agency because YOU failed to apply properly or did not meet the qualifications......or most likely did meet the qualifications but somebody was hired over you.

    Why not make the process straight forward and cut the bureacracy? Simply fill out the application and submit a resume and cut out the KSAs. You know there is a problem when there are books on how to write the KSAs to even get someone to look at the application. If a resume is written correctly it will address everything in the duties and qualifications in the job posting.
    Give veterans preference - really instead of just lip service. I agree with Schno that the VA, and other government agencies are anti-veteran, They don't bother to hide it. The job is filled before the closing date. You would think they would be a little less obvious. I applied at the VA, Post Office and other government offices and never even got a courtesy call back. I am retired military with a disability. In my career I went from Private to Major and have 2 masters degrees yet I have been treated much less than professionally. USA Jobs needs to get serious about reforming the system but until then it is just a scam and veterans aren't buying the window dressing as you can tell by the comments.
