They must have completed some form of training.
Perhaps even "ServSafe" training.
This is certainly a violation of several Public Health Codes I am sure.

"John Haplin worked for the NYC school system for 21 years. He was a carpenter supervisor who, according to his managers , was falsifying time-records."
"How did they know? They’d been tracking his whereabouts for five months, via the GPS system in his government-issued cell phone."
Again did they have a Warrant and an Affidavit to show Probable Cause for the issuence of the Warrant.
If they have no Warrant and No Affidavit of Probable Cause.
The government ( NYC school system ) has absolutely NO Right to GPS track anyone even if they are an employee.
John Haplin's U.S. Constitutional Rights were in fact violated.
He now has the Right to file suit against the NYC school system.

“serial masturbator”
I'm sorry but this was an illegal act of firing by the employer.

You have suggested actions which may be illegal (disabling GPS on a government issued phone), insulted an entire field of science (one which our government, including military, and air traffic controllers rely upon every day), showed intolerence to those with mental illness (tourrettes syndrome), and insulted (potentially libellous) the mother of octuplets (whatever you may think of her, calling her a "prolifically fecund beast" is uncalled for. Next week will we receive another unsolicited email from govcentral about a blogger fired for putting his/her employer in potential legal hot water.
